I wanted to add this certain functionality to my sites and a plugin didn't exist to make that happen so I had this plugin developed from scratch. The plugin is called WP Comment Cash. Basically, this plugin will redirect anyone to any link you choose after a person comments on any of your posts or pages on your WordPress powered site....
